  • Global Environmental Change and Human Security Project Starts Up

    In May, 1996, the Scientific Committee of the International Human Dimensions of Global Change Programme (IHDP) formally adopted the project on Global Environmental Change and Human Security (GECHS) as an "associated project" of the IHDP. Associated projects are those which are developed and maintained as joint ventures between the IHDP and one or more national HDP committees. In the case of GECHS, the project will be coordinated by the Canadian Global Change Program — through the Canadian National Committee for IHDP — and the Netherlands HDP Committee, in conjunction with the IHDP. Over the next six to eight months a more complete science/research plan for the project will be developed.

    It should also be noted that the Canadian National Committee for IHDP has adopted Global Environmental Change and Human Security as a core project as well. This project will proceed in tandem with the IHDP initiative, but with a separate planning committee. The members of the Canadian planning committee include: Steve Lonergan (University of Victoria; Chair); Mike Brklacich (Carleton University); John Hannigan (Privy Council Office); Dave Henderson (CGCP); Tad Homer-Dixon (University of Toronto) and Philippe LePrestre (Université du Québec á Montréal). The Canadian project also has an Advisory Committee composed of representatives from government, universities, NGOs and the private sector.

    To initiate the GECHS project and to proceed according to the guidelines set out by the IHDP Scientific Committee, activities over the next few months will include the following:

    • Establish a Project Planning Committee for GECHS. The committee will consist of six to eight members drawn from the international community and will be co-chaired initially by a representative of the Netherlands HDP and Steve Lonergan.

    • Organize a workshop to develop a science/research plan for GECHS (tentatively scheduled for March, 1997, in Toronto).

    • Use the science/research plan as the basis for an open science meeting on GECHS (this will likely be held in 1998).

    • As part of the March 1997 workshop, commission a set of papers which will form the basis of a book on GECHS.

    • Organize a NATO Advanced Research Workshop. An application has been submitted to the NATO Scientific Committee. The proposed topic of the workshop is Global Environmental Change, Adaptation and Security. If funded, it will be held in Budapest, in late 1997.

    • Obtain funding for both the administrative and research components of GECHS.

    • Develop a Web Site for GECHS.
