THE IAI INTITIAL SCIENCE PROGRAM AND THE IAI START-UP GRANTS


The Inter-American Institute for Global Change Research is currently supporting several parallel activities that are aimed at the establishment of a scientific research program. Two of these activities are in the form of grants to investigators: the IAI Start-Up Grants (IAISG), and the Initial Science Program grants (ISP). Other IAI activities are the Training and Education program and the Global Environmental Facility (GEF) Project.

All current IAI activities are being carried out during the IAI’s implementation phase — the establishment of the Directorate in Brazil, the development of the Scientific agenda, etc. These activities are necessarily being executed on a short-term basis (one to three years). Eventually, when the IAI operates on a regular, established schedule, the IAI will support long-term (ten to fifteen year) activities. We refer to the difference between these two modes as Phases I and II. All current activities are in Phase I, and it is hoped that many of these activities will result in proposals for Phase II. To participate in Phase II, it will not be necessary to have received a Phase I award. All Phase II research activities will result from open, peer-reviewed competitions based on proposals received in response to public announcements, circulated within the global change research community of the Americas.

The Start-Up and ISP grants provide a two-track approach to starting scientific research activities, that may eventually merge to form Phase II activities. While the Start-Up grants provide funding exclusively for planning activities, the ISP grants are more focused on augmenting on-going research activities. In contrast to the Start-Up grants, the ISP grants allow for the purchase of equipment, as well as for limited budgets for investigator, staff, and student salaries, and indirect cost categories.

The Start-Up grants have a duration of one year, and are designed specifically to allow researchers to come together to write proposals for the long-term IAI programs of Phase II. The United States has made a contribution of US$2 million to support the Start-Up grants, which will be administered through the U.S. National Science Foundation (NSF). One hundred and six proposals were received by the IAI Secretariat at the NSF in response to the one-time announcement with an August 15, 1995 deadline. Of these, the NSF expects to fund approximately thirty grants. Awardees will be announced as the NSF concludes negotiations with each of the recipient institutions.

The ISP grants will have a duration of up to three years, and will support scientific activities in research, training and education, data and information collection, climate modeling, as well as a limited number of workshops. The United States has made a contribution of a further US$2 million to support the ISP grants, which will be administered by the IAI Directorate. In contrast to the Start-Up grants, there are two rounds for submission of ISP proposals. The first round of ninety proposals were received for a September 8, 1995 deadline. The second round of proposals had a deadline of May 15, 1996.

Investigators intending to prepare proposals for Round 2 of the ISP are encouraged to call the IAI Secretariat or IAI Directorate for specific guidance on the preparation of proposals.
