ENVIRONMENTAL ASSESSMENT PROJECTAs a contribution to the International Environmental Assessment Effectiveness Study, the CGCP launched a project in early 1995 with the following objectives:
To identify the institutional arrangement, procedures and methods that are necessary to apply the principle of in kind compensation to offset loss of natural capital. The project was built on the findings and recommendations of an international workshop, sponsored by the CGCP and the Canadian Environmental Assessment Agency (CEAA), held in Kingston, Canada in March 1995. The project has two phases. Phase I (September 1995 - March 1996) included the preparation of a background paper on the potential for environmental assessment to address global change issues, focusing on climate change and biodiversity, and a workshop for a group of senior public and private sector decision makers to review the concepts in the background paper and help the CGCP develop an action plan. The workshop, held in Toronto in March 1996, addressed two critical questions:
In addition to discussing these questions, participants also helped develop an action plan for the project’s second phase, which will be finalized in July. DELTA will provide updates on this project as it progresses further.
