The following are highlights of CGCP activities since the last issue of DELTA.

  • The CGCP held a special event called Climate Change, Emissions Reduction and the Canadian Economy: Where Do We Go From Here? at the Ontario Science Centre in Toronto on November 27. Attendees included key decision makers, particularly from the Toronto area business community and various levels of government. Jim Bruce, Chair of the Canadian Climate Program and co-Chair, WGIII of the Intergovernmental Panel on Climate Change, Hugh Morris, mineral industry consultant and Chair of the CGCP, and Brenda Elliott, Ontario Minister of Environment and Energy addressed the event's title from different angles, and then answered attendees' questions. The presentations were followed by dinner and opportunities for discussion, as well as comments from Elizabeth Dowdeswell, Executive Director of the United Nations Environment Programme.

    The event coincided with the CGCP's Board meeting the next day, giving CGCP Board members an important opportunity to discuss the climate change issue with some key decision makers from the Toronto area. The idea was tested at last June's CGCP Board Meeting in Montreal, when Clifford Lincoln, Member of Parliament for Lachine-Lac St. Louis, spoke to a similar gathering about the Conference of Parties meeting held in Berlin last spring. The concept is proving very successful, and the CGCP will be organizing similar events on an ongoing basis. The next event, on biodiversity, will be held in Ottawa at the time of the CGCP's June Board meeting. Details to come in the next issue of DELTA.

  • Joint submissions to Canadian Environment and Energy Ministers on climate change related issues. The CGCP Board and Canadian Climate Program Board submitted two documents to the environment and energy ministers as they prepared for a November 20, 1995 meeting in Edmonton. The two documents are Recommendations Concerning Greenhouse Gas Reduction Strategies and Implications for Canada of Intergovernmental Panel on Climate Change Assessment Reports — An Overview. Hugh Morris, Chair of the CGCP, briefed the ministers at the meeting. Please see pages one and 27 of this issue of DELTA for reprints of those documents and more information.

  • A Strategy for Sustainable Transportation in Ontario: Report of the Transportation and Climate Change Collaborative was released in November 1995. The CGCP contributed to two research papers used by the transportation collaborative in their deliberations. The collaborative was a joint Ontario Round Table on Environment and Economy-National Round Table on the Environment and the Economy initiative.   • Human Dimensions of Global Change. At the November meeting of CGCP's Board of Directors, a Canadian National Committee for the International Human Dimensions of Global Change Programme (IHDP) was formed, made up of CGCP Board members. Its function is to link Canadian research activities with the international program and contribute to the continuing development of the IHDP. With this in mind, the CGCP has been successful in procuring funds for Stephen Lonergan of the University of Victoria to take the international lead in investigating the Environmental Security and Sustainable Development theme as identified in the IHDP Work Plan. As well, three representatives of the CGCP attended the Third Scientific Symposium of the IHDP in Geneva.

  • Scientific Committee on Problems of the Environment (SCOPE). At the November meeting of the CGCP Board of Directors, a decision was taken to revive the presence of SCOPE (a committee of ICSU — the International Council of Scientific Unions) in Canada and form a Canadian National Committee for SCOPE. The CGCP has asked a small group of respected Canadian scientists and policy-makers to act as a core advisory group for the formation of the National Committee. The intent is to have a functioning National Committee in place for the fall of 1996.

  • A new CGCP 'Fisheries Panel' has been created and work is now under way. The panel's purpose is to provide an authoritative and comprehensive, but relatively concise review of the implications of global change for Canadian marine fisheries. The panel will review what is known about the interaction of various processes such as climatic change, natural variability in the environment and fishing pressure as they affect variability in fish stocks. The effect of these interactions on the fishing industry and fish-dependent communities will also be examined.

    As well, the panel will review options for governments, communities, and industry as regards dealing with the variability resulting from the interactions of these processes. Panel members will draw upon current research into appropriate social and institutional responses to uncertainty and risks, and their report will review the worldwide literature and put Canadian examples in that context. The panel's final report is intended to assist in attaining productive, long term sustainable harvests from Canadian fish stocks (and the associated economic and social benefits). The report is expected in late 1997.

  • The International Group of Funding Agencies (IGFA) has developed a Resource Assessment Survey that funding agencies and the scientific community can use as a basis for discussions regarding resource requirements for global change research. It is hoped that this will improve international cooperation as regards global change research and will assist funding agencies in optimizing and balancing resource allocations for global change research. The CGCP has been asked by the Canadian IGFA membership to develop the Canada's contribution to the IGFA database and serve as the national contact point for the survey.

  • ACFAS 1996 Colloquium. The CGCP has been invited by a group from McGill University to help in the preparation of a one day Colloquium on climate change for the 64th ACFAS conference (French Canadian Association for the Advancement of Sciences) that will be held at McGill in May 1996.

  • Canada-U.S.A.-Mexico symposium on atmospheric changes and the North American transportation sector. The CGCP is currently working with a number of partners (Canadian Climate Program, the U.S. National Research Council and the Commission for Environmental Cooperation) to develop the program for this symposium, scheduled to take place in Los Angeles, in late 1996.   • A forum for scientists and parliamentarians on climate change issues is currently being developed by the CGCP. It is expected to take place in May on Parliament Hill.

  • The CGCP is also involved in the planning of Coastal Zone Canada 1996, to be held in Rimouski from August 12-17, 1996, as well as the Final Workshop of the Mackenzie Basin Impact Study which is being held May 5-8, 1996, in Yellowknife, and will sponsor a special symposium being held from December 5-7 at the Ontario Science Centre called The Earth System: Geology Lessons for Our Future. The symposium will look at global change issues from a geological perspective. Contact the CGCP Secretariat (address on page two) for more information about the events
