IOC - Intergovernmental Oceanographic Commission(français)The IOC was established within UNESCO in the early 1960's as an intergovernmental organization to coordinate global ocean science programs. It has 122 Member States, the majority of which are developing countries. They presently have an operating budget of approximately $2M per annum. The Commission is a co-sponsor of the WCP and supports global experiments aimed at reducing the uncertainties of climate forecasts by increasing our knowledge of how oceans interact with the atmosphere. Its functions are to develop, recommend and coordinate an international program for scientific investigation of the oceans and related ocean services, which call for concerted action by its members. Through the study of the Tropical Oceans and Global Atmosphere (TOGA), the World Ocean Circulation Experiment (WOCE), the project on Ocean Dynamics and Circulation on the Continental Shelf and the development of GOOS (with WMO, UNEP and ICSU), the IOC promotes marine scientific investigations in the field of ocean dynamics and climate. Other IOC programs focus on ocean science in relation to living resources (jointly with FAO), on marine pollution, ocean mapping, etc. A major task is to promote training, education and mutual assistance (TEMA). The Commission also promotes the Global Sea-Level Observing System (GLOSS); the International Oceanographic Data and Information Exchange (IODE), and the Integrated Global Ocean Services System (IGOSS).

COI - Commission océanographique intergouvernementaleLa COI a été créée au sein de l'UNESCO au début des années 1960, en tant qu'organisation intergouvernementale de coordination des programmes océanographiques mondiaux. Elle compte 122 États membres, dont la plupart sont des pays en dÉveloppement. Son budget annuel de fonctionnement est prÉsentement d'environ 2 millions de dollars. La Commission co-parraine le PCM et appuie les expÉriences mondiales visant à rÉduire les incertitudes des prÉvisions climatologiques en accroissant les connaissances des interactions ocÉan/atmosphère. Elle a pour but d'Élaborer, recommander et coordonner un programme international d'Étude scientifique des ocÉans et services ocÉanographiques connexes, qui exige la concertation de ses membres. Par le biais du Programme d'Étude des ocÉans tropicaux et de l'atmosphère du globe (TOGA), de l'ExpÉrience sur la circulation mondiale ocÉanique (WOCE), du projet sur la dynamique et la circulation ocÉaniques sur le plateau continental et la mise en place du SMOO (avec l'OMM, le PNUE et le CIUS), la COI encourage les Études scientifiques dans le domaine de la dynamique et de la climatologie de l'ocÉan. D'autres programmes de la COI se concentrent sur l'ocÉanographie dans ses rapports avec les ressources vivantes (conjointement avec la FAO), sur la pollution marine, la cartographie de l'ocÉan, etc. Une de ses grandes tâches est de favoriser la formation, l'enseignement et l'assistance mutuelle (TEMA). Elle fait Également la promotion du RÉseau mondial d'observation du niveau de la mer (GLOSS), de l'Échange international de donnÉes ocÉanographiques (IODE) et du Système mondial intÉgrÉ de services ocÉaniques (SMISO).
